Principal Office: Tyler, Texas
Draft Edition - September 2026
PREAMBLE
This Grace Bible Churches ("TGBC") may establish, recognize, fellowship with, or provide spiritual oversight to local
assemblies that voluntarily identify with the doctrine and governing principles of TGBC. This Local Assembly Charter and
Affiliation Agreement establishes the terms by which a local assembly may be recognized as affiliated with This Grace
Bible Churches.
Affiliation is ecclesiastical and voluntary. It is intended to preserve sound doctrine, orderly fellowship, local ministry,
continuity, accountability, and proper use of the This Grace Bible Churches name while recognizing the lawful and
practical responsibilities of each local assembly.
ARTICLE I
NAME AND IDENTIFICATION OF LOCAL ASSEMBLY
The local assembly seeking recognition shall be identified as follows:
Local Assembly Name: ________________________________________________
City / State: ______________________________________________________
Meeting Location: _________________________________________________
Primary Bishop / Responsible Leader: _______________________________
Telephone / Email: _________________________________________________
Upon formal recognition, the assembly may identify itself as a local assembly affiliated with This Grace Bible Churches,
subject to this Agreement and the governing documents of TGBC.
ARTICLE II
SCRIPTURAL AND DOCTRINAL AUTHORITY

THIS GRACE BIBLE CHURCHES | LOCAL ASSEMBLY CHARTER & AFFILIATION AGREEMENT | Page 2
The local assembly shall recognize the King James Bible, Authorized Version of 1611 received in its standardized 1769
textual tradition and Pure Cambridge Edition text form, as the official Bible and final written authority for faith, doctrine,
conduct, assembly order, teaching, preaching, and ministry within the TGBC fellowship.
2 Timothy 3:16-17 KJB
"All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for
instruction in righteousness: That the man of God may be perfect, throughly furnished unto all good works."
2 Timothy 2:15 KJB
"Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of
truth."
ARTICLE III
FOUNDATIONAL DOCTRINAL AGREEMENT
Every affiliated local assembly shall affirm and preserve the foundational doctrine of TGBC, including:
1. The Gospel of Christ for salvation today as declared by the Apostle Paul in 1 Corinthians 15:1-4.
2. Salvation by the grace of God through faith in the finished work of the Lord Jesus Christ, apart from human works as a
means of obtaining salvation.
3. The principle of rightly dividing the Word of Truth.
4. The distinctive apostleship and ministry of the Apostle Paul to the Gentiles.
5. The revelation of the Mystery and the present Dispensation of the Grace of God.
6. The distinction between Israel's prophetic program and the Church, the Body of Christ.
7. The Pauline identity of the Body of Christ as one Body, one new man, and new creature.
8. The position that the Body of Christ is not a continuation, restoration, replacement, or institutional extension of Israel's
prophetic Kingdom program.
9. The position that water baptism is not a required ordinance for salvation, membership in the Body of Christ, or
participation in TGBC fellowship.
10. The position that observance of the Lord's Supper is not a required ordinance imposed upon the Body of Christ.
11. The biblical ecclesiastical offices recognized by TGBC: Bishop and Deacon.
ARTICLE IV
GOSPEL OF CHRIST
The local assembly shall faithfully proclaim the Gospel of Christ as declared in 1 Corinthians 15:1-4 and shall not
substitute a ceremonial, institutional, works-based, or contrary message for the saving work of Christ.
1 Corinthians 15:3-4 KJB
"For I delivered unto you first of all that which I also received, how that Christ died for our sins according to the
scriptures; And that he was buried, and that he rose again the third day according to the scriptures:"

ARTICLE V
RELATIONSHIP TO TGBC GOVERNING DOCUMENTS
The local assembly agrees that its affiliation with TGBC is governed by the duly adopted Constitution and Articles of
Association, Bylaws, Statement of Faith and Doctrine, Governing Document order, Circle of the Elders Charter,
applicable ordination and credentialing documents, official doctrinal position papers, and other duly adopted TGBC
governing instruments.
This Local Assembly Charter is subordinate to superior TGBC governing documents. If a provision of this Agreement
conflicts with a superior governing document, the superior governing document shall control.
ARTICLE VI
LOCAL ASSEMBLY GOVERNANCE
A recognized local assembly may conduct its ordinary local ministry, meetings, teaching, benevolence, administration, and
practical affairs consistent with Scripture and TGBC governing documents.
Local authority does not include authority to redefine TGBC foundational doctrine, create ecclesiastical offices contrary to
TGBC doctrine, alter the historical office of Founding Bishop, or bind TGBC generally to contracts, debts, liabilities,
property obligations, employment arrangements, or other commitments without express written authorization.
ARTICLE VII
BISHOPS, DEACONS, AND LOCAL LEADERSHIP
The recognized ecclesiastical offices of TGBC are Bishop and Deacon. Men serving in those offices within an affiliated
assembly shall satisfy the applicable Pauline qualifications and the credentialing or recognition requirements established
by TGBC.
Participation in the Circle of the Elders is governed separately by TGBC governing documents and does not automatically
arise from leadership of a local assembly.
ARTICLE VIII
FOUNDING BISHOP AND ECCLESIASTICAL OVERSIGHT
Wesley Scott Ray is recognized as the one and only Founding Bishop of This Grace Bible Churches and serves in that
historical office for the duration of his natural life according to the Constitution and governing documents of TGBC.
No affiliated assembly may appoint another Founding Bishop, transfer that title, recognize a co-Founding Bishop, or use
its local authority to contradict the constitutional provisions governing the Founding Bishop.
Following the natural death of the Founding Bishop, ecclesiastical succession shall proceed under the TGBC Constitution,
Circle of the Elders Charter, Bylaws, and Founding Bishop and Succession Declaration.
ARTICLE IX
USE OF THE TGBC NAME AND IDENTITY
Recognition permits the local assembly to use the This Grace Bible Churches or TGBC name only while the assembly
remains in recognized affiliation and good standing.
SOURCE PAGE 4
THIS GRACE BIBLE CHURCHES | LOCAL ASSEMBLY CHARTER & AFFILIATION AGREEMENT | Page 4
The TGBC name, logos, doctrinal identity, publications, credentials, and official designations shall not be used in a
manner that falsely implies authority, ownership, endorsement, or continuing affiliation after recognition has ended.
ARTICLE X
PROPERTY, FUNDS, AND LOCAL OBLIGATIONS
Recognition as a TGBC local assembly does not by itself transfer ownership of locally held real or personal property to
This Grace Bible Churches. Any transfer of ownership must be made by a separate written instrument.
Unless expressly agreed in writing, each local assembly remains responsible for its own local expenses, obligations,
contracts, leases, accounts, and property. No local assembly may incur debt or contractual liability in the name of TGBC
without express written authority.
Funds represented as belonging to TGBC shall be handled according to applicable TGBC financial policies and used in
furtherance of its religious, charitable, and educational purposes.
ARTICLE XI
RECORDS AND COMMUNICATION
Each affiliated assembly shall maintain reasonable records appropriate to its ministry and shall provide TGBC with current
information concerning its recognized leadership and primary contact information.
Official recognition, leadership changes, credentialing actions, serious disciplinary determinations, withdrawal, and
termination of affiliation should be documented and retained in the appropriate permanent ecclesiastical records.
ARTICLE XII
DOCTRINAL ACCOUNTABILITY
An affiliated assembly shall not knowingly teach or officially adopt doctrine contrary to the foundational doctrine of
TGBC while continuing to represent itself as a TGBC assembly.
Questions of substantial doctrinal disagreement should first be addressed through Scripture, right division, the Statement
of Faith and Doctrine, adopted doctrinal position papers, and the ecclesiastical processes established by TGBC.
ARTICLE XIII
DISCIPLINE, CORRECTION, AND RESTORATION
When serious doctrinal departure, misuse of authority, misuse of the TGBC name, serious misconduct, or another
substantial matter threatens the integrity of the affiliation, TGBC may examine the matter according to its governing
documents.
Where biblically and practically appropriate, correction and restoration should be sought before termination. Nothing in
this provision requires TGBC to continue recognition where immediate separation is reasonably necessary to protect
doctrine, people, property, records, or the religious identity of TGBC.
ARTICLE XIV
VOLUNTARY WITHDRAWAL
SOURCE PAGE 5
THIS GRACE BIBLE CHURCHES | LOCAL ASSEMBLY CHARTER & AFFILIATION AGREEMENT | Page 5
A local assembly may voluntarily withdraw from affiliation by providing written notice to TGBC. Withdrawal does not
transfer local property to TGBC unless a separate written property instrument provides otherwise.
Upon withdrawal, the assembly shall cease representing itself as an affiliated TGBC assembly and shall discontinue
official use of the TGBC name and identity except for truthful historical reference.
ARTICLE XV
SUSPENSION OR TERMINATION OF RECOGNITION
TGBC may suspend or terminate recognition of a local assembly for substantial cause, including abandonment of
foundational doctrine, persistent refusal to comply with governing requirements, unauthorized use of the TGBC name,
serious misconduct, misrepresentation of affiliation, misuse of property or funds, or other substantial cause recognized
under TGBC governing documents.
A termination of affiliation ends the assembly's authority to represent itself as a currently recognized local assembly of
This Grace Bible Churches.
ARTICLE XVI
LOCAL PROPERTY AFTER WITHDRAWAL OR TERMINATION
Property owned independently by a local assembly remains subject to the lawful ownership of that local assembly or other
record owner. Affiliation alone does not create a TGBC ownership interest.
Property specifically titled to, donated to, or legally owned by This Grace Bible Churches remains TGBC property and
shall be handled according to applicable governing documents and law.
ARTICLE XVII
NO DENOMINATIONAL CONTROL CREATED
This affiliation is intended as an ecclesiastical relationship based upon shared doctrine, fellowship, recognition, and
voluntary accountability. Nothing in this Agreement shall be construed to create denominational ownership of local
property or contractual liability for local obligations where no such ownership or liability has been expressly undertaken in
writing.
ARTICLE XVIII
AMENDMENT
TGBC may amend the standard form of this Local Assembly Charter and Affiliation Agreement according to its governing
documents. No amendment may contradict the Constitution, replace the King James Bible as TGBC's final written
authority, alter the foundational Gospel, abandon right division, or create another Founding Bishop.
An existing affiliated assembly should be provided the current governing version applicable to its continuing recognition.
ARTICLE XIX
TERM AND CONTINUING AFFILIATION
SOURCE PAGE 6
THIS GRACE BIBLE CHURCHES | LOCAL ASSEMBLY CHARTER & AFFILIATION AGREEMENT | Page 6
Affiliation begins upon formal approval and execution of this Agreement and continues until voluntary withdrawal,
termination, or other action under TGBC governing documents.
Continued use of the TGBC name requires continued adherence to the foundational doctrinal and ecclesiastical
requirements of TGBC.
ARTICLE XX
