BYLAWS
A Pauline Dispensational Assembly
King James Bible (KJB) - Final Written Authority
Founding Bishop Wesley Scott Ray
Principal Office: Tyler, Texas
Draft Edition - September 2026
PREAMBLE
This Grace Bible Churches ("TGBC"), an independent, unincorporated religious association, adopts these Bylaws to provide
orderly procedures for administering its Constitution and Articles of Association, preserving its doctrine and ecclesiastical
identity, conducting its ministry, maintaining its records and property, recognizing local assemblies, and providing continuity of
ecclesiastical government.
These Bylaws are subordinate to the King James Bible and to the Constitution and Articles of Association of TGBC. They shall
be interpreted consistently with the Governing Document order, Statement of Faith and Foundational Doctrine, Circle of the
Elders Charter, Founding Bishop and Succession Declaration, and other duly adopted superior governing instruments.
"Let all things be done decently and in order." - 1 Corinthians 14:40 KJB
ARTICLE I - NAME, NATURE AND PRINCIPAL OFFICE
Section 1. Name. The name of this religious association is THIS GRACE BIBLE CHURCHES, which may also be identified as
TGBC.
Section 2. Nature. TGBC is an independent, unincorporated religious association and Pauline Dispensational Assembly.
Adoption of these Bylaws does not convert TGBC into a corporation or place it under the ecclesiastical control of another
denomination, convention, association, governmental body, or outside religious authority.
Section 3. Principal Office. The principal office of TGBC shall be maintained in Tyler, Texas, or at another location designated
in accordance with the Constitution and these Bylaws. Local assemblies may meet in homes, rented facilities, private facilities, or
other lawful locations.
ARTICLE II - SCRIPTURAL AND GOVERNING AUTHORITY
Section 1. Final Written Authority. TGBC believes that God inspired His Word and preserved His Word. The King James
Bible, Authorized Version of 1611 received in its standardized 1769 textual tradition, shall remain the final written authority for
doctrine, faith, conduct, ministry, assembly order, and ecclesiastical determinations.
"Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of
truth." - 2 Timothy 2:15 KJB
"All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in
righteousness:" - 2 Timothy 3:16 KJB
Section 2. Order of Authority. Subject always to the King James Bible, the Constitution and Articles of Association shall be the
principal human organizational instrument of TGBC. These Bylaws shall administer, but shall not contradict, amend, or
supersede, the Constitution except through a duly adopted constitutional amendment.
Section 3. Subordinate Documents. Charters, declarations, manuals, policies, doctrinal position papers, resolutions, procedures,
forms, certificates, and official records shall remain subordinate to the governing instruments placed above them in the TGBC

Governing Document order.
ARTICLE III - PURPOSES AND DOCTRINAL IDENTITY
Section 1. Purposes. TGBC shall operate exclusively for religious, charitable, and educational purposes consistent with its
Constitution, including preaching and teaching the Word of God, proclaiming the Gospel of Christ, edifying the Body of Christ,
establishing and supporting assemblies, training qualified Bishops and Deacons, producing Bible teaching resources, and
conducting benevolent and missionary work consistent with TGBC doctrine.
Section 2. Gospel of Christ. TGBC shall proclaim for salvation today the Gospel of Christ declared by the Apostle Paul in 1
Corinthians 15:1-4: that Christ died for our sins according to the scriptures, that He was buried, and that He rose again the third
day according to the scriptures.
Section 3. Grace and Faith. TGBC teaches salvation by the grace of God through faith, apart from human works as a means of
obtaining salvation.
"For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: Not of works, lest any man
should boast." - Ephesians 2:8-9 KJB
Section 4. Pauline Distinctives. TGBC shall teach the Word of God rightly divided; recognize the distinctive apostleship and
ministry of the Apostle Paul to the Gentiles; teach the revelation of the Mystery and the present Dispensation of the Grace of
God; distinguish Israel's prophetic program from the Church, the Body of Christ; and preserve its teaching concerning the one
Body, one new man, and new creature.
Section 5. Ordinances. TGBC does not recognize water baptism as a required ordinance for salvation, membership in the Body
of Christ, or participation in TGBC fellowship, and does not recognize observance of the Lord's Supper as a required ordinance
imposed upon the Body of Christ.
ARTICLE IV - ECCLESIASTICAL OFFICES
Section 1. Recognized Offices. The recognized ecclesiastical offices of TGBC are Bishop and Deacon. TGBC shall not establish
the office of Pastor as a separate ecclesiastical office.
Section 2. Qualifications. Bishops and Deacons shall be examined and recognized according to the Pauline qualifications
applicable to their offices and the duly adopted Bishop and Deacon Qualifications, Credentialing and Ordination documents of
TGBC.
Section 3. Credentials. Ordination, credentials, certificates, letters of recognition, and other ministry records shall be issued,
maintained, suspended, restored, or withdrawn according to TGBC governing documents and permanent ecclesiastical records.
ARTICLE V - FOUNDING BISHOP
Section 1. Historical Office. Wesley Scott Ray is the one and only Founding Bishop of This Grace Bible Churches. The title and
historical office of Founding Bishop are unique to him and shall never be transferred to another individual.
Section 2. Lifetime Service. The Founding Bishop shall serve in that capacity for the duration of his natural life. No Bishop,
Deacon, Elder, member, assembly, committee, congregation, policy, resolution, or ecclesiastical body of TGBC may remove,
replace, suspend, vote him out of the office of Founding Bishop, appoint a co-Founding Bishop, or deprive him of that title.
Section 3. Administration During Lifetime. During his natural life, the Founding Bishop shall exercise the ecclesiastical
responsibilities assigned to him by the Constitution and other duly adopted governing documents and shall preside over the
Circle of the Elders whenever present and able to do so.
Section 4. Cessation. Upon the natural death of Wesley Scott Ray, the office and title of Founding Bishop shall permanently
cease and remain an historical office associated solely with the founding of TGBC.
ARTICLE VI - CIRCLE OF THE ELDERS

Page 3
Section 1. Governing Body. TGBC shall maintain the Circle of the Elders as an ecclesiastical governing body for preservation
of doctrine, continuity, order, accountability, and responsibilities assigned by the Constitution.
Section 2. Charter Controls. Composition, qualifications, appointment, meetings, voting, vacancies, discipline, records,
doctrinal responsibilities, and succession duties of the Circle shall be governed by the separately adopted Circle of the Elders
Charter.
Section 3. No Third Ordained Office. Participation in the Circle of the Elders does not create a third ordained ecclesiastical
office. The recognized offices remain Bishop and Deacon.
Section 4. Limitations. The Circle shall possess only the authority granted by superior TGBC governing documents and shall
not alter the foundational doctrine or accomplish any action expressly prohibited by the Constitution.
ARTICLE VII - MEETINGS AND ECCLESIASTICAL ACTIONS
Section 1. Meetings. Meetings of the Circle of the Elders and other authorized TGBC bodies may be held in person, by
telephone, by video conference, or through another reliable means of simultaneous communication when permitted by the
governing document applicable to that body.
Section 2. Notice. Reasonable notice of regular or special meetings should be provided whenever practicable. Emergency
ecclesiastical action may be taken when delay would materially endanger persons, property, records, ministry continuity, or the
integrity of TGBC, provided the action is documented and remains within existing authority.
Section 3. Minutes. Significant official meetings and actions shall be documented through written minutes, resolutions, voting
records, or another permanent record sufficient to identify the action taken, date, and persons participating.
Section 4. Voting. Voting requirements shall be determined by the Constitution, Circle of the Elders Charter, applicable
declaration, policy, or other duly adopted governing instrument. No vote is valid when its purpose is to accomplish an act
prohibited by a superior governing document.
ARTICLE VIII - SUCCESSION
Section 1. No Successor Founding Bishop. Following the natural death of the Founding Bishop, no person shall thereafter be
called, elected, appointed, or recognized as Founding Bishop.
Section 2. Overseeing Bishop. Following the death of the Founding Bishop, the principal ecclesiastical overseer shall bear the
title OVERSEEING BISHOP OF THIS GRACE BIBLE CHURCHES.
Section 3. Selection. The Overseeing Bishop shall be selected by vote of the Circle of the Elders from qualified candidates
according to the Constitution, Circle of the Elders Charter, Founding Bishop and Succession Declaration, and these Bylaws.
Section 4. Continuity. The Overseeing Bishop shall preserve and administer the established doctrine, Constitution, and
ecclesiastical order of TGBC but shall not possess or claim the historical status of Founding Bishop.

and ecclesiastical identity.
Section 2. Charter and Affiliation. Recognition, affiliation, doctrinal agreement, local leadership, ecclesiastical accountability,
use of the TGBC name, records, withdrawal, and termination of recognition shall be governed by the Local Assembly Charter
and Affiliation Agreement and other applicable governing documents.
Section 3. Local Leadership. Local assemblies shall be served by qualified leadership recognized according to TGBC governing
documents. The use of the term Local Elder in an assembly charter or governing context shall not create a third ordained office
contrary to the Constitution; the recognized ecclesiastical offices remain Bishop and Deacon.
Section 4. Property. Recognition as a TGBC assembly does not transfer ownership of locally held property to TGBC unless
ownership is expressly transferred by a separate written instrument.

itself as currently recognized or authorized under the TGBC name except as otherwise permitted in writing.
ARTICLE X - DOCTRINAL DETERMINATIONS
Section 1. Standard. Doctrinal questions shall be examined according to the King James Bible, rightly divided, and the duly
adopted foundational doctrine of TGBC.
Section 2. Preservation. Administrative procedure, popularity, custom, financial interest, or majority preference shall not

independently amend the Constitution, Bylaws, or Statement of Faith and Foundational Doctrine.
ARTICLE XI - ECCLESIASTICAL DISCIPLINE AND CONDUCT

credential status, local-assembly accountability, restoration, and related ecclesiastical discipline shall be handled under the Code
of Doctrine, Conduct & Ecclesiastical Discipline and other applicable governing documents.
Section 2. Fair Process. Ecclesiastical discipline shall not be used for retaliation, private grudges, financial advantage,
popularity contests, suppression of legitimate questions, or to create authority prohibited by superior governing documents.

concealment of suspected abuse, violence, theft, fraud, threats, or other conduct that applicable law requires or permits to be
reported.

furtherance of its religious, charitable, educational, benevolent, administrative, and other lawful exempt purposes.

Stewardship & Internal Controls Policy. Personal accounts should not be used as the ordinary repository for TGBC funds.

Section 2. Master Governing Document Register. TGBC shall maintain a Master Governing Document Register identifying
each official governing document and, as appropriate, its authority level, current version, adoption date, amendment date, status,
and superseded version.
Section 3. Drafts and Official Status. Drafts, study materials, correspondence, preliminary proposals, and personal notes do not
acquire governing authority merely because they are retained. A document becomes an official governing instrument only
through the adoption or recognition procedure applicable to it.
Section 4. Superseded Versions. Superseded governing documents shall be preserved in the permanent records and clearly
identified as superseded.
ARTICLE XV - CONFIDENTIALITY AND SAFEGUARDING
Section 1. Confidential Records. Access to sensitive ecclesiastical, financial, disciplinary, credentialing, benevolence, and

Section 3. Religious Liberty. Nothing in these Bylaws is intended to surrender religious liberty or ecclesiastical autonomy
available to TGBC under applicable law.
ARTICLE XVII - POLITICAL AND LEGISLATIVE ACTIVITY
Section 1. Tax-Exempt Limitations. While TGBC intends to operate as an organization described in Section 501(c)(3) of the
Internal Revenue Code, it shall not participate or intervene in a political campaign on behalf of or in opposition to a candidate for
public office in a manner prohibited by that provision, and no substantial part of its activities shall consist of attempting to
influence legislation within applicable limitations.
Section 2. Religious Teaching. Nothing in this Article prevents TGBC from teaching Scripture, addressing moral or religious
subjects, educating its assemblies concerning matters affecting its religious mission, or engaging in activities otherwise permitted
by applicable law.
ARTICLE XVIII - AMENDMENTS

protections established by the Statement of Faith and Foundational Doctrine and shall remain subordinate to the King James
Bible.
Section 4. Constitutional Amendments. A proposed amendment to the Constitution shall be made by a written instrument

shall be distributed for one or more exempt purposes within the meaning of Section 501(c)(3), or to the federal government or a
state or local government for a public purpose, as provided by the Constitution.
