THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 1 THIS GRACE BIBLE CHURCHES PAULINE DISPENSATIONAL ASSEMBLY FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY King James Bible (KJB) - Final Written Authority Founding Bishop Wesley Scott Ray Principal Office: Tyler, Texas Draft Edition - September 2026 PREAMBLE This Grace Bible Churches ("TGBC") establishes this Financial Stewardship & Internal Controls Policy to provide orderly stewardship of funds, property, gifts, accounts, records, and other resources entrusted to the ministry. TGBC recognizes that ministry resources are to be administered faithfully, honestly, transparently within appropriate ecclesiastical channels, and in furtherance of the religious, charitable, and educational purposes of TGBC. This Policy is subordinate to the King James Bible and to the Constitution, Bylaws, Governing Document order, and other superior governing instruments of TGBC. It is intended to establish practical safeguards without transferring authority contrary to those documents. ARTICLE I SCRIPTURAL PRINCIPLES OF STEWARDSHIP TGBC shall administer ministry resources with faithfulness, honesty, order, accountability, and care. Financial administration shall serve the ministry rather than become the purpose of the ministry. 1 Corinthians 4:2 KJB "Moreover it is required in stewards, that a man be found faithful." 2 Corinthians 8:20-21 KJB "Avoiding this, that no man should blame us in this abundance which is administered by us: Providing for honest things, not only in the sight of the Lord, but also in the sight of men." 1 Corinthians 14:40 KJB "Let all things be done decently and in order." ARTICLE II PURPOSE AND SCOPE This Policy applies, as appropriate, to: 1. general ministry funds and designated funds;

THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 2 2. cash, checks, electronic payments, and other receipts; 3. bank and financial accounts held in the name of TGBC; 4. contributions, gifts, grants, offerings, and benevolent resources; 5. payments, reimbursements, purchases, contracts, and other expenditures; 6. real and personal property owned by TGBC; 7. financial books, statements, receipts, invoices, and supporting records; 8. individuals authorized to receive, hold, deposit, approve, spend, record, or review ministry funds; and 9. local assemblies when handling funds or property legally owned by, designated to, or administered on behalf of TGBC. ARTICLE III OWNERSHIP AND PURPOSE OF TGBC FUNDS Funds received in the name of This Grace Bible Churches belong to TGBC and shall be used in furtherance of its religious, charitable, educational, benevolent, administrative, and other lawful exempt purposes. No Bishop, Deacon, Elder, founder, member, volunteer, donor, or other private individual acquires personal ownership of TGBC funds merely because that person contributed, collected, deposited, managed, approved, or used those funds on behalf of the ministry. Nothing in this Policy prohibits reasonable compensation for services actually rendered, reimbursement of legitimate ministry expenses, benevolent assistance, or other payments consistent with TGBC purposes and governing documents. ARTICLE IV FINANCIAL ACCOUNTS Bank, payment-processing, investment, or other financial accounts established for TGBC funds should be titled in the legal or recognized organizational name of This Grace Bible Churches whenever reasonably practicable. Personal accounts should not be used as the ordinary repository for TGBC funds. If unusual circumstances temporarily require another arrangement, the funds shall be separately documented and transferred to the appropriate TGBC account as soon as reasonably practicable. The opening or closing of significant TGBC financial accounts shall be documented in the permanent financial or ecclesiastical records. ARTICLE V AUTHORIZED SIGNERS AND FINANCIAL ACCESS Access to TGBC financial accounts shall be limited to persons whose responsibilities reasonably require such access and who have been authorized under TGBC governing procedures. Where reasonably practicable, TGBC should maintain more than one authorized individual capable of accessing essential financial information so that ministry records and accounts do not become inaccessible because of death, incapacity, departure, or technological failure.

SOURCE PAGE 3

THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 3 Passwords, access codes, payment cards, checks, and financial credentials shall be protected against unauthorized use. Access should be promptly changed when a person's authorization ends. ARTICLE VI RECEIPTS AND CONTRIBUTIONS Contributions and other receipts shall be recorded with sufficient information to permit reasonable accounting and reconciliation. When practical, funds should be deposited promptly rather than retained as unnecessary cash on hand. Where two-person handling is reasonably practicable for substantial cash collections, TGBC may use two individuals to count or verify the amount received. The purpose is protection of both the ministry and the persons handling funds. Contribution acknowledgments or receipts shall not knowingly state a tax treatment, value, or fact that TGBC cannot reasonably substantiate. ARTICLE VII DESIGNATED AND RESTRICTED GIFTS TGBC may accept gifts designated for particular ministry purposes when those purposes are consistent with TGBC doctrine, mission, governing documents, and lawful exempt purposes. Accepted donor restrictions should be documented and honored. TGBC should not accept a restriction that would require the ministry to abandon its doctrine, surrender ecclesiastical control, engage in an unlawful activity, or use resources contrary to its governing purposes. A preference expressed by a donor is not necessarily a legally or ecclesiastically restricted fund unless TGBC has accepted the gift subject to that restriction. ARTICLE VIII EXPENDITURE AUTHORIZATION TGBC expenditures shall have a legitimate ministry, administrative, charitable, educational, property, or other organizational purpose. Persons approving expenditures should have sufficient information to determine the nature and purpose of the payment. Routine expenditures may be approved under established authority. Unusual, substantial, long-term, or extraordinary commitments should receive the level of review appropriate under the Constitution, Bylaws, budget, resolutions, or other TGBC governing procedures. No individual may use TGBC authority to approve a payment to himself without appropriate documentation and, where reasonably practicable, review or approval by another authorized person. ARTICLE IX SEGREGATION OF FINANCIAL DUTIES Where the size and staffing of TGBC reasonably permit, financial duties should be divided so that no single person exclusively controls receipt, deposit, authorization, payment, recording, and reconciliation of the same funds. TGBC recognizes that a small or house-assembly ministry may not always have enough qualified people for complete segregation of duties. In that circumstance, compensating controls should be used, such as periodic independent review of

THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 4 statements, receipts, reconciliations, or transaction reports by another authorized person. ARTICLE X PURCHASES, PAYMENTS, AND SUPPORTING DOCUMENTATION Payments should be supported by reasonable documentation appropriate to the transaction, which may include an invoice, receipt, contract, written request, reimbursement record, electronic transaction record, or written explanation of the ministry purpose. Blank signed checks and similar uncontrolled payment instruments should not be used as an ordinary practice. Checks, cards, electronic transfers, and online payment systems shall be safeguarded against unauthorized transactions. ARTICLE XI REIMBURSEMENTS A person seeking reimbursement for a ministry expense should provide reasonable documentation of the amount, date, business or ministry purpose, and supporting receipt or other evidence when available. Reimbursement should not be used to disguise personal expenses as ministry expenses. When a mixed personal and ministry expense occurs, only the legitimate ministry portion should be charged to TGBC unless another arrangement has been expressly authorized. ARTICLE XII COMPENSATION TGBC may provide reasonable compensation for services actually rendered when authorized consistently with its governing documents and organizational purposes. Compensation decisions involving a person with authority over the decision should be documented and handled with appropriate conflict-of-interest safeguards. Compensation shall not be used as a means of distributing TGBC net earnings for private benefit. ARTICLE XIII BENEVOLENCE AND CHARITABLE ASSISTANCE TGBC may provide benevolent or charitable assistance consistent with its religious mission and available resources. Such assistance should be based upon a ministry or charitable purpose rather than an arrangement to distribute organizational assets for private benefit. Sensitive benevolence records should be handled with appropriate discretion while maintaining enough documentation to establish the organizational purpose and amount of assistance. ARTICLE XIV BUDGETING AND FINANCIAL PLANNING TGBC may adopt annual or periodic budgets to guide stewardship, ministry priorities, anticipated income, recurring obligations, benevolence, property expenses, teaching ministries, and other planned activities.

THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 5 A budget is a stewardship and planning instrument and does not independently create authority contrary to superior TGBC governing documents. Material departures from an adopted budget should be documented when reasonably practicable, particularly when they involve substantial or continuing obligations. ARTICLE XV BANK RECONCILIATION AND PERIODIC REVIEW TGBC financial accounts should be reconciled periodically to the ministry's books or transaction records. Unexplained discrepancies shall be investigated and corrected. Where reasonably practicable, a person other than the primary transaction processor should periodically review bank statements, reconciliations, or transaction reports for unusual, duplicate, unsupported, or unauthorized activity. ARTICLE XVI FINANCIAL REPORTING Financial information sufficient to understand the ministry's receipts, expenditures, balances, obligations, and designated funds should be prepared periodically for the persons entrusted with financial oversight. Reports should be understandable and materially accurate. Known errors should be corrected rather than carried forward merely for convenience. ARTICLE XVII PROPERTY AND ASSETS TGBC property shall be used, safeguarded, maintained, transferred, or disposed of in furtherance of TGBC purposes and according to applicable governing documents. An inventory or other reasonable record should be maintained for significant equipment, vehicles, furnishings, technology, or other material assets when such records are useful for stewardship, insurance, accountability, or continuity. No individual acquires personal ownership of TGBC property merely through possession, use, custody, repair, storage, or ministry office. ARTICLE XVIII LOCAL ASSEMBLY FINANCES Affiliation with TGBC does not by itself transfer ownership of locally held funds or property to TGBC. Ownership and responsibility shall be determined by title, account ownership, donor restrictions, written agreements, the Local Assembly Charter, and other applicable records. A local assembly handling funds legally owned by TGBC shall follow applicable TGBC financial policies. A local assembly shall not incur debt or contractual liability in the name of TGBC without express authority. ARTICLE XIX CONFLICTS OF INTEREST

SOURCE PAGE 6

THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 6 Persons participating in financial decisions shall disclose substantial personal or financial interests that could reasonably affect their judgment concerning a transaction. A conflicted person should not improperly control the approval of a transaction from which that person or a related private interest will materially benefit. The separate TGBC Conflict-of-Interest Policy shall govern where applicable. ARTICLE XX PROHIBITED FINANCIAL PRACTICES The following practices are prohibited: 1. theft, embezzlement, or intentional conversion of TGBC funds or property; 2. knowingly falsifying receipts, invoices, reimbursement requests, financial statements, contribution records, or other material financial records; 3. using TGBC funds for undisclosed personal purposes without legitimate authorization; 4. concealing material financial transactions from those entitled to review them; 5. destroying financial records for the purpose of concealing misconduct; 6. knowingly maintaining secret ministry accounts for unauthorized purposes; 7. using TGBC resources to provide prohibited private inurement or improper private benefit; and 8. retaliating against a person merely for making a good-faith report of suspected financial misconduct. ARTICLE XXI SUSPECTED LOSS, FRAUD, OR MISUSE Suspected theft, fraud, material misuse, or unexplained loss of TGBC funds or property shall be reported to an appropriate authorized person or ecclesiastical body for review. Reasonable steps may be taken to preserve records, restrict financial access, protect remaining assets, and determine the facts. A temporary restriction of financial access while a matter is reviewed is a protective measure and is not itself a final ecclesiastical finding of guilt. Nothing in this Policy requires TGBC to conceal suspected criminal conduct or prevents lawful reporting to financial institutions, insurers, law enforcement, regulators, or other civil authorities when appropriate. ARTICLE XXII FINANCIAL RECORD RETENTION TGBC shall retain appropriate financial records, including bank statements, contribution records, receipts, invoices, contracts, tax-related records, payroll or compensation records where applicable, property records, and significant financial authorizations, according to the TGBC Records Retention and Document-Control Policy and applicable legal requirements. Records subject to an active dispute, investigation, audit, claim, or legal hold shall not be intentionally destroyed merely because an ordinary retention period has expired.

THIS GRACE BIBLE CHURCHES | FINANCIAL STEWARDSHIP & INTERNAL CONTROLS POLICY | Page 7 ARTICLE XXIII ELECTRONIC FINANCIAL SYSTEMS AND DATA SECURITY Reasonable safeguards shall be used for online banking, payment processors, accounting systems, donor records, and other financial technology. Such safeguards may include strong passwords, multi-factor authentication where available, limited user permissions, secure recovery methods, and prompt removal of access when authorization ends. Sensitive financial information shall not be unnecessarily distributed or stored in insecure locations. ARTICLE XXIV CONTINUITY AND EMERGENCY ACCESS TGBC should maintain sufficient records and authorized access arrangements to permit orderly continuation of essential financial administration in the event of death, incapacity, resignation, disaster, loss of a device, or departure of a person ordinarily responsible for finances. Emergency access arrangements shall not transfer ecclesiastical titles or authorities contrary to the Constitution or other TGBC governing documents. ARTICLE XXV FOUNDING BISHOP AND FINANCIAL CONTROLS Wesley Scott Ray remains the one and only Founding Bishop of This Grace Bible Churches for the duration of his natural life according to the Constitution. Nothing in this Financial Policy authorizes a financial control, account procedure, review process, or administrative action to remove, suspend, vote out, replace, or transfer the constitutional office of Founding Bishop. Financial stewardship requirements apply to ministry funds and transactions according to their terms and shall not be interpreted as a mechanism for altering protected ecclesiastical offices. ARTICLE XXVI INTERNAL REVIEW AND CORRECTIVE ACTION TGBC may periodically review compliance with this Policy and may correct deficiencies in recordkeeping, access, authorization, reconciliation, documentation, or other financial controls. Corrective action may include improved procedures, additional review, training, restricted access, repayment of improperly used funds, disciplinary review, or other appropriate action consistent with TGBC governing documents. ARTICLE XXVII RELATIONSHIP TO CIVIL AND TAX REQUIREMENTS This Policy is an ecclesiastical and organizational instrument. TGBC shall administer its finances in conformity with applicable law where civil law controls, while preserving its doctrine and ecclesiastical identity to the fullest extent permitted by law. Nothing in this Policy is intended to authorize an activity inconsistent with TGBC's stated religious, charitable, and educational purposes.

Each adopted edition should identify its version and adoption or revision date. Superseded versions shall be preserved in the permanent organizational records and clearly identified as superseded. No amendment to this Policy may supersede the King James Bible, alter TGBC foundational doctrine, or amend a superior governing document except through the procedure applicable to that superior document.
